The government introduces a temporary ban on whale, dolphin and porpoise export from Russia

The restriction will be valid for 180 days.

A ban was introduced on the export of whales, dolphins and porpoises. This decree was signed by the Prime Minister Mikhail Mishustin.
Its main goal is to protect the population of marine mammals, which are in great demand in other countries. For example, they are actively used in the entertainment sector – in aquariums and dolphinariums.
The same decree by the Ministry of Economic Development instructs to submit a proposal for consideration by the Eurasian Economic Commission to introduce a temporary ban on the export of marine mammals from the customs territory of the Eurasian Economic Union (EAEU). Establishing a permanent ban on the export of cetaceans outside the customs territory of the Eurasian Economic Union will also be discussed at the EAEU level.

In 2018, the story of the so-called whale prison received a wide public response. 11 killer whales and 90 belugas were illegally kept in captivity in Srednyaya Bay, Primorsky Krai. The plan was to sell them to Chinese aquariums. After the intervention of Russian President Vladimir Putin, the animals were released. In order to prevent such situations in the future, the head of state instructed the Government to improve the legislation. As a result, amendments were made to the federal laws “On the Exclusive Economic Zone of the Russian Federation” and “On Fishing and the Conservation of Aquatic Biological Resources” which imply a ban on capturing of marine mammals in commercial fishing. Additionally, a resolution was adopted, which further restricted the requirements for obtaining a permit allowing provision of marine mammals for educational and cultural purposes.
The current decree will help to comprehensively address the problem taking into account the previously adopted measures.

Whales and dolphins will be banned from being caught for educational purposes

The hunting of marine mammals for educational and cultural-educational purposes will be prohibited. The relevant law was approved by the Federation Council during the plenary session on July 5. The amendments exclude the right of cultural organizations to use the extracted aquatic biological resources for entertainment events. These organizations will have the right to use these biological resources only in the implementation of cultural and educational activities. Simultaneously, the amendments prohibit the hunting of marine mammals for educational and cultural-educational purposes unless approved by the government commission. The composition of this commission and the procedure for its activities will be determined by the Government, which will also specify the details of the extraction (hunting) of aquatic biological resources. The federal law is expected to come into force on September 1, 2024.
